The Southern African Editors Forum (SAEF) would like to congratulate Mr Loughty Dube on
his appointment as Executive Director of the Voluntary Media Council of Zimbabwe (VMCZ)
with effect from 01 January 2014.
We trust that through self-regulation, Mr Dube, who takes over from Mr Takura Zhangazha,
will continue to promote and safeguard the independence and integrity of the media profession
in Zimbabwe.
SAEF wishes to partner with VMCZ in future to execute various projects in Zimbabwe, top
among which is the bringing together of both public and private editors to form a single forum
to champion the freedom of expression agenda in that country.
Having visited your offices in January 2013 together with the chairperson of The African
Editors’ Forum (TAEF), Cheriff Sy, SAEF would like to acknowledge the VMCZ’s vigorous
efforts to provide an effective media self-regulatory mechanism in your country in accordance
with the African Union’s (AU) Declaration of Principles on Freedom of Expression in Africa.
SAEF too subscribes to this Declaration in total and so does the mother body, TAEF, because
we all believe that “effective self-regulation is the best system for promoting high standards in
the media”.
It is SAEF’s hope therefore, that Mr Dube as incoming VMCZ director, will actively seek to
promote media self- or co-regulation in Zimbabwe as a key ingredient to the enjoyment of the
right to freedom of expression in that country and on the continent.
